Yes there is tons of sand in Sarasota.
Now try to get a permit to dig it out of the ground and transport it.
There was some gravel/sand pit in Minnesota(?) that folks were trying to shut down. Mainly because it was sent to the Dakotas for fracking, but the folks protesting said that the dust coming off of the trucks was going to cause silica lung damage to the town! (Blowing naturally into town is not a problem I guess).
