While the ACU may have had responsibility for all logistical matters, such as stage design, it is almost a certainty that they outsourced/contracted for that function with some company that does it as a regular business/service. The contract would have included setup/teardown of the actual stage, possibly including the lighting, for a set fee. The oversight from ACU would have been design approval. The person(s) approving the work by the contractor was likely more concerned with colors, lighting on featured speakers/panels, and flow on/off stage. Norse runes and the use of them by the Nazis likely aren’t even in that person’s normally-accessed knowledge set.

Yup,and now the "Anti Defamation" League classifies it as a symbol of "white supremacy". Of course if you think back to the Little Rascals you'll recall that one of the black characters (can't recall which one) used it as his "signature" gesture.
