Up until the advent of radio there was no State of the Union address. It was merely a written statement issued from the president to Congress.

Biden may just do that instead.

Not true. First term presidents, in their first year, a month after their inauguration, do NOT give a SOTU address.

They give an inaugural address, and the first SOTU is a year later at the end of their first year in office.
