There is a hard-core tradition of an Address to Congress by the incoming President in late February of his initial Inaugural Year:

• February 2017 Donald Trump speech to joint session of Congress

• February 2009 Barack Obama speech to joint session of Congress

• February 2001 George W. Bush speech to joint session of Congress

• February 1993 Bill Clinton speech to joint session of Congress

What else no one here seems to remember is that Pelosi stated outright on Feb. 11, 2021, that there will be no Resident Xiden initial Address to Congress until the $2T bug bill is passed.

The final text of that bill was released just over a week ago, so the traditional initial Address date of late February is not, was not, and may never happen, given that the Democrats are crawling out of the woodwork to freely state the Emperor Has No Sentience.
