As my wife and I do not have nor ever have had kids, I object unless the parents are neutered prior to receiving funds.

Yes, except it would not stay that way. And, that is the catch. The demonrats would say, “Group x need a little more. Or why don’t we do this or that” The only way it works is if the program is set in stone. The demonrats would add the programs back.
