SEATTLE — A man who said he was assaulted shot and injured his attacker, who was arrested Sunday morning in Seattle, police said.
Officers were called after 9 a.m. to the 3800 block of Stone Way North for a report of a shooting.
When police arrived, they found a man who said he had shot a person, officials said.
Law enforcement said the survivor said he was walking down the street when he was approached by a man who had crossed the street and began punching him in the head and chest.
The survivor reportedly pulled out his concealed firearm and shot the assailant.

What lousy writing, who is who. There is a man, survivor, attacker, suspect, and assailant, who was arrested? From the article:

As written “who was arrested” can either be the man or the attacker.
Not Guilty.
Plus - eligible for monetary damages from the miscreant who punched him.
At the end of the article, they say the person who was shot will be going to jail when he is released from the hospital.
if you are going to shoot them, kill them. That way only one side of the story gets told - yours.
Each year, the number of people who are murdered by hands and feet is more than the number who are murdered by rifles and shotguns.

Needed a minor edit.
The writer should have taken the time to write a shorter article.
But there is obvious confusion based on the comments here on who was arrested.
It's an old habit from my time in Vietnam.

Not true. They make up a story and spread it around.

"By" rules out the false interpretation that the people murdered possessed hands and feet or possessed rifles and shotguns.

"Who was arrested" directly follows "attacker."
Standard news report economy. Eliminates repetition.
Where is a social worker when you need one? Life in Seattle is bizarre.
And I disagree with you, using English identify the subject of this sentence:

In my world the subject is the “ man who said he was assaulted “ Therefore “who was arrested” applies to the subject.
