The Congressional appropriations are for specified segments of wall - they are written out in the law as passed. Those are the specific miles that must be built with those dollars.

Most of those appropriated miles that remain to be built, are in the Rio Grande Valley and Laredo Sectors of South Texas (over 150). Except for the FY 2021 Appropriation, the other year’s appropriations are already obligated on contracts that have already been awarded.

Acquiring all the private land/right of way has been the big hold up down there. Records are poor, and sometimes a plot of land can be titled from an old Spanish land grant, and ownership might be shared among dozens of descendants, who disagree, or can’t be found. Some oppose it politically. Some are working for Mexican Cartels.

The President has the authority to halt work or terminate contracts for the convenience of the Government. The Government is responsible to compensate Contractors for all reasonable costs incurred.

The US Army Corps of Engineers, who are the Contracting Activity for all of the Border Wall Projects, has confirmed that all of the contracts include the standard clause, allowing for termination for the convenience of the Government.

McClatchydc.com reports: “The Army Corps of Engineers “has directed our contractors involved in border barrier construction for the Department of Defense program not to install any additional physical barriers,” spokeswoman Raini Brunson said in a statement. “Only construction activity that is necessary to safely prepare each site for a suspension of work will occur over the next few days.”

A chance in slowing down Democraps war against our middle class.

And how many jobs has this unionist president cost unions so far? Keystone Pipeline? Ten's of thousand's of Union jobs? Border Construction? Ten's of thousand's of Union jobs? Open Borders? Land condemnation cases in the Rio Grande Valley have not stopped yet, but I anticipate they will, as soon as the radical DHS Secretary is confirmed. A President could be impeached for refusing to execute appropriated funds as directed in the law - so somebody else is going to have to take the heat for him, to sabotage the Congressionally/legally mandated construction, in the RGV and Laredo Sectors.

He will find an excuse to slow roll things until the clock runs out. Probably will rescind all the waivers on dozens of time-consuming laws, that will forestall construction until the five year money expires.

...and he is just getting started. His people are not confirmed yet, and the White House staff are still getting their badges, parking spots and email accounts.

He is going to be a much worse President for the US economy, than DiBlasio has been for NYC’s.

Initially, it will be masked by the recovery from COVID and more stimulus money printing - but there is going to be hell to pay.
