There is a standard boilerplate clause in most Federal contracts, to allow Termination for the Convenience of the Government (i.e. for any reason, or no reason).

The Government has to pay all reasonable expenses to the Contractor. They will probably waste 20% of the money not spent yet, just to shut it down.
