Except that Biden is not the commander-in-chief. Trump is. This is Trump doing this. Maybe at someone's request but does it seem likely that Trump wants this type of image?

President Trump controls the military. The left is pretending the troop build up in DCis to protect a Biden administration from crazed MAGAs. It's not. Troops are in place to defend against those who have been attempting a coup against our lawful president for 4 years. Trump won again in 2020 election. They don't like it.
