This is so low beneath the course of decency and transparency. This is pure desperation and arrogant subterfuge. The lawless board needs their clocks cleaned and fitted for orange jump-suits.

Besides the video footage, voice recordings, data analysis, statistical impossibilities, sworn affidavits and eyewitness testimony, servers apparently wiped, etc, there is absolutely no evidence of voter fraud.

Of course it's resisting the subpoena. The entire Democrat Party Cabal is now deliberately delaying and intentionally slow-walking everything, desperately hoping to run out the clock to January 20, when it confidently expects Sleepy Joe Basement-Biden will be sworn in as U.S. President.
If Democrats are so confident in the integrity of the 2020 elections, then they will have no problem with Senate hearings, evidence presented, and all Dominion voting machines, in every county, in all 24 states they were used in, being forensically audited to at least check for being wiped and/or to see if data from previous elections is still available for perusal and if the same holds true for data for the 2020 elections.

And then there's a judiciary which is itself in the tank for someone/something by denying standing where it's patently obvious that standing is warranted, such as Texas lawsuit.
So at this juncture there's only remedy available to secure the voting machines and systems and to unveil the true extent of the foreign (CCP) election manipulation.
It's a wild speculative guess, but for some reason I'd say the 25th will be an interesting Christmas Day.

No one automatically needs to comply with a subpoena. You can refuse it, and then go to court to see if a judge will require you to comply or not. You might argue, for example, that the documents requested are protected by a public law, or attorney-client privilege or any one of a number of other reasons.
In this case....not sure how Maricopa County can refuse to work with the state legislature. Seems to me the state legislature has a pretty big hammer to hit the county with if they continue to refuse.
And the Big Question: WHY would they refuse if they actually are trying to run a clean election?
