Smaller states accepted the new U.S. Constitution partly because the Electoral College protected them from being disenfranchised by the larger states or by states with large population centers. We are a federal republic of states, not a democracy, and each state’s voice must be heard.

The U.S. Constitution contains very few provisions relating to the qualifications of electors. Article II, section 1, clause 2 provides that no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an elector. As a historical matter, the 14th Amendment provides that State officials who have engaged in insurrection or rebellion against the United States or given aid and comfort to its enemies are disqualified from serving as electors. This prohibition relates to the post-Civil War era.

No problem, Hillary. Just get 2/3rds of the House and 2/3rds of the Senate to send a Constitutional Amendment to the states for ratification. Then get 38 states to agree to let California and New York to decide future elections. Read 55 Men and the Constitution by Rodell. It's basically a diary of the men as they discussed the principles that evolved into the Constitution. It's a paperback.

A couple interesting notes: There is no check on the Supreme Court and we are scr**** when the have nots out number the haves.
