That’s quite all right. He doesn’t have to. The Constitution grants the legislatures themselves the power over how Electors are chosen. Therefore, they can gavel themselves in and pick a slate of Electors.
The governor and his yesbees are probably guilty of major crimes of kickbacks and bribes. They fear the truth coming out about Dominion selection. It will be a long time before Georgia has a fair election...Kemp is owned and is a dead politician walking as are several others.

Basically doing the same thing as what was announced the other day in PA. They know the whole thing could go to the Supreme Court, whereupon neither Biden nor Trump gets these electoral votes. Therefore, they can play CYA in a situation such as that. I recall reading a post elsewhere the other day that other states’ electors could also demand that these states (GA, PA, MI, and WI) and their electors could be invalidated because the proven fraud and corruption.
