Notice how, without a teleprompter, it is impossible for Biden to utter a complete, grammatically-correct sentence. He speaks in fragments and exclamations.
Its a clear sign of declining mental ability.
The media that are allowed close to him help him with pre-arranged questions, question formation, and probably quite a bit of editing. They then spin the results that Joe is just “folksy” and “off the cuff.”
