All indications, as of 10AM EST are that the certification paperwork is not executed.
The 2 board members who “agreed” to certify have not signed the official Certification.
Still working on the details to verify.

Yeah, not much coercion, verging on extortion there. That, in and of itself, is reason for the State Board to vote against certification. And possibly grounds for slander, unless there is other evidence of those members being racists.
