On Monday, the campaign to reelect President Donald Trump filed a mammoth lawsuit accusing Pennsylvania Secretary Kathy Boockvar and county elections boards throughout the state of violating the U.S. Constitution by unilaterally revising the law in a manner that deprives some voters of their rights to a free and fair election.
In a rush to count mail ballots and ensure Democrat Joe Biden is elected, Pennsylvania has created an illegal two-tiered voting system for the 2020 General Election, devaluing in-person votes, the lawsuit alleges.
For voters that appeared at the polls, those citizens were required to sign voter registrations, have those signatures checked against voter rolls, vote in a polling place monitored by statutorily-authorized poll observers, and have their votes counted in a transparent and verifiable open and observed manner. By contrast, due to the arbitrary, unauthorized, and standardless actions of the Secretary of the Commonwealth of Pennsylvania, Kathy Boockvar, nearly 2.65 million votes were cast through a mail-in process that lacked all of the hallmarks of transparency and verifiability that were present for in-person voters, the suit claims.

Two ways to go.
Throw out the state as a whole - state doesn’t count in EC.
Throw out compromised counties. State still contributes to EC.
If the votes cannot be verified, they are invalid and must not be counted.
i believe the choice for electors then falls to the state legislature, if the election is deemed invalid.
I don't think you can throw out compromised counties and count other counties. It seems like it is all or nothing.

Mail-In voters voted in a system that "refused to require adequate verification of the voters identity. Rather than require votes to be received on the day of election, the Secretary permitted ballots received up to three days after the election to be counted without any evidence of timely mailing, such as a postmark. Finally, contrary to the in-person voting that is open and transparent to the parties and the candidates, Defendants permitted the review and counting of mail-in ballots largely in secret with no monitoring.

Okay, let’s say the Safe Harbor day in December arrives and the votes are still in either dispute or being adjudicated. What happens then? Does that mean NO electoral votes from the state in question when the electoral votes are counted on Dec. 14?
Since the voters previously elected their state legislators, I would think the US Constitution allows for that body to intervene and select the slate of electors over not sending any EC votes to Congress. Hence, it would be a rare time that the voters are now heard entirely through their legislators.
Your option 2 would not work as it disenfranchises those voters in the bad counties who actually followed the rules, and presumes every voter in the good counties followed the rules.
I read somewhere the legislature is GOP majority... so we know where the kkkraps would stand on this issue.
This raises the question about what does one do with the rest of the ballot. What a mess.
No way any state will let that happen. If any state's entire election-day vote is thrown out, then it will assuredly move to that state's electors and if they decide there was substantial election fraud in that state that compromised its election outcome, those electors could cast their electoral votes for whichever Presidential candidate and Vice Presidential candidate they wish. Heck, if they wanted to, they could choose President Trump for reelection and even choose Kamala Harris as President Trump's Vice President. It's Constitutionally possible to do that.
Better yet, have a do-over in PA with the Nationl Guard watching and purple fingers once you have voted.
It will be fascinating to see how an Odiousbama "judge" rules.

Which set of electors? If its the Biden set of the electors, the chance of them voting for Trump is somewhere between nil and none.
