Actually it looks like they are copying ballots that had read problems so they can be counted. Woman on the right is reading out the original ballot.. man on left is filling out a new ballot after stamping it as a duplicate and to what the woman on the right is reading.. and the other two are witnesses to ensure no one is doing funny business.

The mass ‘Biden only’ ballot production is/WAS definitely done off site weeks ago, possibly even overseas (China, for example).. Bring them to polling places AS NEEDED at 4 in the morning.. And MUCH EASIER to accomplish if avoiding down ballot selections which the totals for each presidential candidate vs. down ballot candidates seem to indicate most likely.
