A missing thumb drive for a ballot scanner forced the Lancaster County elections office to recount more than 21,000 in-person absentee ballots late Tuesday night, leaving the results of local races in question at presstime. The recounted ballots represent 42% of the countys vote total in the election, so they could affect the results of almost every race. Rick Crimminger, chairman of the Lancaster County Election Commission, said no one is sure what happened to the thumb drive.

That would be helpful. The Lancaster News is an independent local paper. They probably just expect their readers to be local.
Yup. Words clearly mean nothing anymore. How the hell can you be in-person and absent...this completely contradictory phrasing makes my blood boil.

Maybe it means absentee ballots dropped into a drop box at the board of elections or at a poll site, rather than mailed.
Just a guess, but probably averaging the number of votes from all the others? If you have 20 voting machines, they’re each going to get roughly the same number of voters. If 19 of them have between 200 and 225 votes tallied and one you’re not sure of, chances are you’re missing 200-225 votes from that machine.
