Michael Gove says it is his "fervent hope" that England's new lockdown will end on 2 December - but that ministers will be "guided by the facts".
"We do need to get the R rate below 1," the Cabinet Office minister told the BBC's Andrew Marr Show.
The strict measures are due to come into force from Thursday.
Pubs, restaurants, gyms, non-essential shops and places of worship will close, but schools, colleges and universities can stay open.
The prime minister is expected to deliver a statement in the Commons on Monday before a vote on the latest restrictions on Wednesday. Labour has said it will back the lockdown.
Boris Johnson said he expects the lockdown to last until 2 December, after which England's regional tiered system will be reintroduced.
But Mr Gove told the BBC decisions would "obviously be guided by the facts".

Lol...you don’t get R below one unless most people have had it and developed immunity or most people are vaccinated. There is no vaccine, so you need to get everybody exposed, sick and recovered. You don’t do that by locking down again. So the whole argument is self-contradictory.
And two weeks makes zero difference. Two years, maybe...

In the United States, schools are the first to close and the last to reopen.
Europe and indeed the rest of the world values children and education more than the Dem blue governors do. Truly, truly sad.
I think one reason Trump is getting more Latino support is they are ALL about big, close families and children.

Why? Because it’s a whole number? You can bubble-wrap the whole population, but the moment you break the quarantine the virus simply reemerges, so what’s the point?
What I have heard is that the lockdowns will last until at least Easter over there.
The only way is if they are able to get the vaccine out. But that would take 6 months or so for everyone to get their shots. More than plenty of time for the virus to remember by that time.
There’s a lot of resistance in GB. Even several of the spineless bishops who were fine with the last lockdown came out and said that there is no reason to ban worship services, since there is absolutely no evidence that they have contributed to the spread. Catholic bishops, that is; since the Anglican Church is the state church, they probably don’t have much choice.
And people are fighting back. There has been rioting in France and Spain over the new lockdowns.
Not to mention, they need to stop double- and triple-counting tests. Stop regarding everyone who stood in line but left due to long wait times as a "positive case". Stop using defective test kits and/or test protocols. And to stop spewing the bullsh*t of "asymptomatic transmission" and/or "asymptomatic super-spreaders" as if it were truth.
They can also get it below 1 if the virus starts killing everybody who contacts it. This means the virus will no longer have any readily available hosts.
So how do lockdowns work to bring the R below 1? They don’t they simply rearrange who is exposed and when they are exposed. This changes graphs which sure looks impressive but the end result remains pretty constant. May even be worse because of the lack of immunity caused by lockdowns.

Exactly my point. Lockdowns drag the misery out forever, especially if your immunity after getting sick lasts only six to twelve months.
With complete lockdown, not enough people get sick all at once to reach nerd immunity. We will struggle on with R0 = 1.1 - 1.2 forever. With the suppression, it could literally go on forever.
Am I alone in wondering, why are we, and other countries, doing all of these lockdowns and shutdowns, for a virus which has a 99+% survivability rate, and for which we have identified who is most at risk, and can take greater precautions with such people?
Am I alone in wondering, if the collateral damage from all of the social/economic upheaval, will be worse than the virus itself is, considering that this virus has a 99+% survivability rate????
The way the liberals and media present the issues, this virus is as dangerous as a return of the bubonic plague, and that the collateral damage simply doesn’t matter.
The way they discuss it, they blame ALL deaths from this virus on Trump. Which to me, begs questions such as, why is Europe having so many problems, when Trump has no control over how Europe has coped with the virus all these months????
Do you ever wonder how long the powers that be have been itching for a chance to impose Draconian measures on the public as a way testing their submission to authority?
