Officials for the City of Cleveland said 11 cases of the Wuhan coronavirus could be traced back to the Sept. 29 presidential debate. The cases were a result of debate pre-planning and set-up, with the majority of cases impacting out-of-state travelers, particularly debate organizers and members of the media.
The news comes after President Donald Trump and First Lady Melania Trump tested positive for the virus. Out of an abundance of caution, the president was transported to Walter Reed National Military Medical Center on Friday.
"As the cases involve people in and out of state some of whom may be continuing to travel, the City of Cleveland is working with the Ohio Department of Health (ODH), the Centers for Disease Control & Prevention and the Cleveland Clinic," the city said in a statement. "As part of CDPH’s process regarding COVID-19, any individuals who tested positive as part of the debate were contacted, interviewed when possible, issued isolation orders and provided guidance regarding their isolation period. There were also conversations with individuals who tested positive regarding their upcoming travel."
Part of the contact tracing that's being deployed will focus on identifying Cleveland residents who may have been at the debate. They will be asked a number of questions, like who they live with, where they work, what type of work they do, if they're caring for anyone and if they've been at any other mass gatherings.
"In the event the person’s case stems from the debate, the individual will be asked: who they are employed by, who they were in contact with at the debate, how they got to the debate, how long they were there, if they did any traveling recently or attended any other mass gathering," the city explained.
I believe this might be what you are referring too. Or this is what was given to their own population to keep their death toll so suspiciously low.

I have seen some of that chatter too.
It comes from one of the doctors yesterday at the press briefing saying his diagnosis is 72 hours old. That does put it at Wednesday morning.
As far as not testing pre-debate, It was Mike Wallace who said neither team tested because the ‘test’ wouldn’t give results by 9 pm. If they were using the rapid test, those results are known in minutes ...not hours.
Plus we know the Biden team refused, refused a drug test and an earwig check too. We still don’t have an answer for what is on Biden’s wrist, nor a legit reason of the “lid” on his campaign days before the debate. Were they infusing him with therapeutics before the debate?
I hate thinking all conspiratorial, but nearly the entire top GOP team? After the hoax, the impeachment, and let’s not forget starting his term when a shooter tried to take out Republicans at a ballfield. I think that the indoor reception after the announcement in the Rosegarden needs to be investigated. Very few transmissions are known to have occurred from outdoor interaction, though hugging people you do not live with does not seem wise.
In Maryland we had a Republican governor, Bob Ehrlich, who lost reelection partly because of his really poor debate Performance. Ehrlich always said “what you see is what you get” but I felt insulted as a constituent that he had not prepared for the debates. He just rambled around in the debates while his opponent, the big phony Martin O’Malley, was ready with zingers even if they were not true.

Research before Covid has seemed to back what you say, though common sense would suggest that someone infected standing nearby and about to land a big glob of spittle into your coincidentally mouth on the receiving end nearby would have the ability to up your “viral load” of whatever they are shedding.
However, that is not at all the point to any of the discussion on this thread. THey are looking to afix blame and the Trump admin has been pushing mandatory masks for us while ignoring such supposed mandates themselves.

Anyway, given that Gov. Northam got it, the mask argument is totally debunked. Nobody was more pro-mask than he.
