Here in Dallas you can almost set your clock on what time the weekly trash pickup will occur.

That varies widely. For situations such as this, or hurricane duty, you are generally on SAD (State Active Duty), and in Texas, it makes you sad because you only get $130 a day. And sometimes work 20+ hairs a day, so yes, less than minimum wage.

However, if the President approves your situation as a Federal disaster thing (Rita/Katrina, Harvey, etc), then federal funding comes it to cover the costs. I think we still got the same low pay though, I don't really remember.

Then other stuff depends on what you're doing, types of training, deployments, extra duties: paying out UTAs/RMAs/AD-OS/etc. It really gets complicated on the different types of orders and pay you can get.

If the NG has to take out the trash, they should start with everything not nailed down in Gracie Mansion. I understand that there is a very large turd (approximately 6’ 5” tall!) located on the second floor, and the NG should deposit that somewhere in the middle of the ocean.

Of course! Yup, if he calls up the Guard it would still be State money, not everybody's. Now, I'm not 100% sure if Guard's AT and regular M-Day pay (one weekend a month) is only from the State, or funded through National NGB, which would be US taxpayer dollars. Theoretically he could use guys on those orders to do it, but that would come at the cost of scheduled training and everything.
