Who they need to punish is the fleet commander for not doing risk mitigation in sending out the Fitzgerald. The ship was not ready however mission needs ordered it out early. They could have mitigated risk by staffing up and cross-leveling with experienced crew.
But affirmative action is more important that competence. At least to the folks in charge. There's no place for you in the navy if you would replace an inexperienced, unqualified woman with a man.
