Chemical fire reported in Lake Charles following Hurricane Laura's landfall; shelter-in-place issued

Hours after Hurricane Laura made landfall as a Category 4 storm in southwest Louisiana, a chemical fire has been reported at chlorine production plant just west of Lake Charles Thursday morning.
Gov. John Bel Edwards issued an emergency alert warning residents of Westlake, Moss Bluff and Sulphur to shelter in place, turn off their air conditioning and close windows and doors.
A Louisiana State Police hazardous materials unit is in route. Troopers shut down I-10 from the I-210 exit to the west and the Lakeshore Drive exit at the foot of the bridge over the Calcasieu River.
A large, billowing plume of smoke from the fire was visible just south of Interstate 10 in Westlake.
The Bio Lab Inc. complex just north of I-10 is the source of the fire, a state Department of Environmental Quality spokesman said.

I am not so sure that a shelter in place, with the AC off and all windows closed, would be my first choice unless I saw that cloud on top of me.

And there is the Isle of Capri casino stuck under the bridge. That may not turn out so well for the insurance consortium that insures the chemical plant.

Unless the chlorine cloud was outside my windows, I am racing out the door to get away.
Which brings up a point - how do we know what poisons might be in a manufacturing facility within a few miles of our homes?
Not too bad in the suburbs, but what about those homes built in and around factories, when long distance travel (even a few miles) was difficult?

Chlorine is one of the worst... It’s actually not toxic (ie: it won’t immediately kill you) But, it hurts your eyes, takes away your sense of smell and taste, and can actually burn your lungs if you get enough.
Plus, it’s heavier than air, so it doesn’t easily disburse. Which means, it can affect a large area.

One think I do is keep a
list of the UN/NA hazardous materials codes on my phone. There is always a little sign with a 4-digit number on the tank or trailer of hazardous materials. If you have the list, you can look it up. I even make a game of looking for them when we are traveling. Example: 1613 is hydrocyanic acid. I see tank trailers full of that stuff on the interstates in my area all the time.
Sometimes, you can see the UN placard on the tank on television news coverage. Again, a reason to have this list on a phone or computer.

Regarding affects, they should have called me. My list comes from very personal experiences. :-)

Having had exposure to CL2 during a 1 Ton Tank change at the 1st Water Plant I worked at I can tell Yall Nobody exposed to CL2 is going to have it happen again.
Even the slightest bit of contact will cause All Mucus Membranes to try to Drown You. In addition to the stinging and burning of any exposure is just the most of effects it stinks, makes You wonder if you will ever be able too breathe again.
I was exposed to just a tiny amount for just a few seconds in an outdoor storage area so I was able to get myself to fresh air immediately and I still had problems breathing for a few Days. My exposer was just a spritz about like a Perfume Spray Misting.
I never went into a CL2 Zone without a Face Mask with the right Filter inserts. If I was in any kind of an enclosed area I would only do it with a Full Respirator and O2 Tank or what is called an SCBA.
WWI it was called Mustard Gas because of the Greenish Yellow Cloud.

I was working in a maintenance crew at Dow Chemical in Freeport, as a summer job while getting my ChemE degree. It was a Chlorine plant (CL3). I had just taken the head off a side entry to a Cl2 scrubber, and decided to stick my head in to get a look at the packing.
All was fine until I took a breath. UGH!
I pulled my head out, and immediately barfed over the rail (30 ft in the air). It was awful.
I agree... if you’ve ever been exposed, you’ll try hard to avoid a repeat.
