Black Homeowners Face Discrimination in Appraisals

Abena and Alex Horton wanted to take advantage of low home-refinance rates brought on by the coronavirus crisis. So in June, they took the first step in that process, welcoming a home appraiser into their four-bedroom, four-bath ranch-style house in Jacksonville, Fla.

The Hortons live just minutes from the Ortega River, in a predominantly white neighborhood of 1950s homes that tend to sell for $350,000 to $550,000. They had expected their home to appraise for around $450,000, but the appraiser felt differently, assigning a value of $330,000. Ms. Horton, who is Black, immediately suspected discrimination.

The couple’s bank agreed that the value was off and ordered a second appraisal. But before the new appraiser could arrive, Ms. Horton, a lawyer, began an experiment: She took all family photos off the mantle. Instead, she hung up a series of oil paintings of Mr. Horton, who is white, and his grandparents that had been in storage. Books by Zora Neale Hurston and Toni Morrison were taken off the shelves, and holiday photo cards sent by friends were edited so that only those showing white families were left on display. On the day of the appraisal, Ms. Horton took the couple’s 6-year-old son on a shopping trip to Target, and left Mr. Horton alone at home to answer the door.

The new appraiser gave their home a value of $465,000 — a more than 40 percent increase from the first appraisal.

Surprised we have not heard about appraisal discrimination from a Vietnamese whose house was permeated with fish sauce smell.

Now I know that this is the New York Times, so paragraphs written this way should be expected, but I’m commenting on it nonetheless. Kneel casually? Really? And the article really provides no evidence at all that the problem is white appraisers, other than the racist worldview of the writer. But that’s not what really bothers me about this article.

A home that is appraised at far less than its actual value is a dream come true for anyone paying property taxes. In fact, I’d be pissed if I was a white homeowner next door to a black neighbor paying only 70 percent of what is requested in property taxes. What the Times tries to promote as discrimination is actually a favor for the black homeowner. And then there’s the ability to sell the house quickly because it has a lower valuation than the white owned homes around it. Although it’ll be a shock, if the article is true, which I doubt, to the new white homeowner who finds out that their skin color just caused their property taxes to skyrocket.

That George Floyd reference is just propagandistic bullshit, though. Not unexpected considering the source.

Most reappraisals are drive-bys bolstered by comparables
Did she look at the comps?

Prove the first guy even entered the house or knew the race of the owner

The second appraiser went full monty with inspecting, measuring, taking pictures etc

Might would have been aware that the owner was a pita so the bank bent over

As a youngin back in the early 60’s, I remember my uncle telling a neighbor he had issues with that he was going move and sell his house to blacks. The neighbor wasn’t real happy.

No - Appraisers work for the client which is the lender.

Appraisal law says they can not disclose information to a third party which includes the tax office - and the borrower.

First step would be to send a copy of both reports to the State Appraisal Board - they have one - with a complaint.

Most state boards have a staff appraiser who will look at both reports, review the data and see if there is a potential problem. If there is both appraisers can expect a very deep examination of their report.

I’m in the mortgage business ,
This is bull$hit.
No appraiser will give different values based on race.
The cleanliness and neatness if the home however may have some influence on the value they come up with.
But this is manufactured outrage.
I’m sick of it.

So the experiment was to see if the bank-hand-selected more-generous appraiser was, indeed, generous as the bank predicted.

Obviously racism!

In my neighborhood, the houses can have upwards of $150,000 difference on Zillow for the same model

Zillow is a joke to me. I bought my house in 1992 and have made many improvements over the past 28 years, Their appraisal was ridiculously low.
