Former President George W. Bush will not explicitly endorse Joe Biden despite a number of more traditional Republicans crossing the aisle to back the Democrat in recent days.
'We've been quite clear and consistent - President Bush is retired from presidential politics and will not be weighing in,' Bush spokesman Freddy Ford told The Hill newspaper, adding 'it's not in the cards.'
There's been speculation that Bush could join Republicans including ex-Sen. Jeff Flake, former Ohio Gov. John Kasich, former New Jersey Gov. Christine Todd Whitman and other retired GOP pols who says they'll vote Biden over President Donald Trump.

This is pretty consistent with GWB, making clear he is NOT taking sides,
That’s mighty white of him. Will he still refuse to vote and leave the presidential ballot blank like in 2016?
In the event that Trump wins again, they need a few teammates left to claim that he doesn’t represent “true conservatism”. If they all endorse Biden, that game will be over.
He may vote for Biden and not say anything his son wants a future in politics

The day after Trump’s last day as POTUS in 2021 or 2025, the establishment Bushies will be back in charge of the GOP, just like they were the day after Ronald Reagan left the White House. Pence, Haley, etc. will revert to form as soon as the new president takes office.

That is clear, his whole team does not go out to do something like this without his approval. Then the rumor is floated that he will too. Then he has a spokesman deny it leaving the impression that '... well if he could... but...'
The intent is to convince the few people in America that are influenced by any Bush that they should vote for Biden. Maybe that works with them. A secondary effect is that it convinces another segment of people who still sort of thought Bush was a good guy that no, no he is not.
It would appear perhaps he never was really in the fight for R principles.
