State Health Commissioner Dr. Norman Oliver told 8News on Friday that he plans to mandate coronavirus vaccinations for Virginians once one is made available to the public.
Virginia state law gives the Commissioner of Health the authority to mandate immediate immunizations during a public health crisis if a vaccine is available. Health officials say an immunization could be released as early as 2021.
Dr. Oliver says that, as long as he is still the Health Commissioner, he intends to mandate the coronavirus vaccine.
“It is killing people now, we don’t have a treatment for it and if we develop a vaccine that can prevent it from spreading in the community we will save hundreds and hundreds of lives,” Oliver said.
Under state law, only people with a medical exemption could refuse the mandate.

What makes you say it's a toxin? What exactly about it is toxic and what are the effects of the toxin on the human body? Is there evidence to support that this is a toxin and not a vaccine?

"Screwed up" in what way, exactly? What are the exact effects of these yet-to-be-created drugs and how are those effects achieved? What mechanisms are used to achieve them? What evidence is there to support that these mechanisms work?

Alter it in exactly what way? Which genes are being altered, what is their function, what alterations are happening, and what is the effect of them? How is an mRNA vaccine with no mechanism to enter the cell nucleus and no mechanism to unravel, cut, insert, and repair human DNA altering human DNA throughout the body?

I was honestly surprised to find that he’s an MD. I figured he had a doctorate in Public Health or something like that.
1. The legality of forced immunization in the State of VA would turn on whether or not COVID19 is declared "an epidemic of any disease of public health importance". True, the long-run modeled case fatality rate per CDC modeling (yes, I know...fakescience but work with me) is about 0.4% which is higher than the typical influenza rate of 0.1% but it's not smallpox (more on that ahead).
2. The Constitutionality of the law itself in VA should be challenged. Unfortunately, the US Constitution may not help - SCOTUS ruled in Jacobson v. Massachusetts that local law mandating a vaccine against smallpox was Constitutional: "Whatever may be thought of the expediency of this statute, it cannot be affirmed to be, beyond question, in palpable conflict with the Constitution...Nor, in view of the methods employed to stamp out the disease of smallpox, can anyone confidently assert that the means prescribed by the State to that end has no real or substantial relation to the protection of the public health and the public safety.". It is noted that the case fatality rate for smallpox ranges from 3%-30%, so while the Constitutionality of forced vaxxing for smallpox isn't in dispute, it may be that COVID19 isn't deadly enough to compel Constitutional forced-vaxxing.
