Former Air Force Major Sentenced to Two Years in Prison for Tricare Fraud

A former Air Force officer has been sentenced to two years behind bars for her role in a nationwide scheme to defraud the military's health program, Tricare, of billions of dollars.

Maj. Romeatrius Moss, 40, pleaded guilty Oct. 15, 2019, to accepting kickbacks for referring patients at Vance Air Force Base, Oklahoma, to civilian pharmacies that specialized in compounded medications; she faced up to five years in prison.

Moss admitted to giving service members and other patients at the base medical clinic pre-printed prescription pads and encouraging them to ask their doctors for specialty medications -- compounded personalized prescriptions for pain and other ailments.

She then sent the prescriptions to specific pharmacies and received a portion of the Tricare reimbursement paid to the pharmacies for those scripts.

Moss was sentenced Monday to 24 months in prison and three years of supervised release; she was also ordered to pay $622,459 -- the amount she made in the scheme -- in restitution, according to the Justice Department.

As part of her plea agreement, she also must give up her $750,000 house in Enid, Oklahoma; a 2016 Porsche Cayenne; and a 2000 Fleetwood Pace Arrow recreational vehicle.

This is apparently a wide-spread scheme as there have been over 100 convictions and $300 million recovered so far.

Having worked in medical provider fraud from the insurance carrier side of the house, the area of, "compound medicines," are easily abused. Generally speaking, compound medications are tailor made for individual patients who for some very specific reason can not use what would normally be prescribed, i.e. a patient may be unable to swallow an oral medication that needs to be administered by a specially made topical cream. Because they are "custom made," physicians requesting them are supposed to justify the medical necessity to the bill payer, and because the prescription is made as a one off, there is no standardized pricing schedule or table.

Very frequently we found that some physicians abuse this and somehow end up with a high percentage of patients who need these custom made medications. Usually if you dig deep enough, they or a family member will have a financial stake in the pharmacy they have produce the medication.

Oh, geez - read the article - it gets better. She’s founder of the “Black Nurses Rock Foundation”. I went to Air Force flight school in Enid. A $750,000 house in that pleasant little town is a real standout!

The Porche is a 2016 model, makes one wonder how long this scam has been going on.

I go to the doc in a town nearly 30 miles away because just about all the “docs” here are pain clinics aka drug pushers. Easy scam to pull off. Who is to say how bad your pain is?

Moss is one of the highest-ranking service members to be convicted in the fraud scheme to date. She earned a doctorate in nursing practice from the University of Alabama-Birmingham and is the founder of Black Nurses Rock, a foundation that supports African-American nurses. Moss also ran a consulting and career coaching business while serving in the Air Force.

Amazing, so much opportunity in America. (But don't tell anyone).
