Relentless heavy rains that began pummeling China last month is flooding more areas along the Yangtze River and causing anxiety further along the 2.3-km Three Gorges Dam, the world's largest hydroelectric power plant.
Already, 40 million people have been uprooted. Now, the dam 300 km west of Wuhan is threatening to burst and flood the first city to be hammered by the novel coronavirus.
More than 400 rivers have overflowed and authorities estimate the economic toll has already reached 64.4 billion yuan ($9.2 billion).

400 million people and what percent of their economy? I dont wish death on them but to destroy their economy is a different matter entirely.
Did the Three Gorges Dam really deform, or was that just a bad photo?

Problem then is: is the decision made to open more gates and be responsible for devastating floods downstream? or let the already damaged dam fail, doing more damage but avoiding blame?

I talked to a friend with the USACE. He says their dam monitoring group does not think it’s in danger of failing.
There have been several reports that it has moved, and aerial photographs confirm. That dam is going to fail.
Agree. I pray for the people. But the leadership needs to fall.

The CCP has to make a decision- either save Chongqing by releasing water, inundating Wuhan and potentially Shanghai, or save the downstream cities and let Chongqing be severely damaged. The design teams from the 3 Gorges dam made that point very clear long ago.
The 3 Gorges dam cannot manage both ends of the Yangtze.
