The reason they all LIED was because they were genuinely afraid that a "run" on masks would leave the health care providers short.
Now as far as masks and viruses - this metaphor might be helpful:
If you think of a mask as a chain link fence, then the virus is like a FLEA. So how can a chain link fence stop a tiny flea?
Because viruses, like fleas, do not travel through the air on their own. They need a delivery "vector".
Viruses travel on droplets of water that you exhale, and each droplet may contain tens of thousands of viruses. And those droplets are many orders of magnitude larger than the virus.
So - the "chain link fence" (aka mask) is NOT there to stop the "Flea" (aka virus).
The "Chain link fence" is there to stop THE DOG that is CARRYING the Flea.
Any questions? ;>)

Yeah, so what exactly do you think that virus does when the droplet on the mask evaporates a few minutes later? Think hard...

This article may shed some light on the Administration’s thinking:
https://www.sciencedaily.com/releases/2020/04/200403132345.htm
“In normal times we’d say that if it wasn’t shown statistically significant or the effective in real-world studies, we don’t recommend it,” he said. “But in the middle of a pandemic, we’re desperate. The thinking is that even if it cuts down transmission a little bit, it’s worth trying.”
On its own, this doesn’t seem like sufficient grounds to criminalize the failure to wear a mask in public. Also, it doesn’t weigh “cutting down transmission a little bit” against the potential hazards of mass mask mandates.
I’d like to be convinced that our decision makers have thought this through at least as well as I can after a few minutes in my pajamas in front of a computer screen.

And they succeeded in proving that they will tell us a bald faced lie on TV, with pleading sincerity, if it is expedient for them.
SO is your argument that now we can trust the proven liars because they only lie to us for good (to them) reasons?

This is complete BS and I show you why very easily:
Currently, the big push is not just for medical masks, but for "face coverings" of any kind - homemade masks, bandanas, face shields, etc. If they were merely afraid of not having medical masks for health care personnel, why not call for these alternatives back then?
Back when we should have been the most afraid, when less was known about the behavior of the virus and the rate of infection, normal human behavior and logic would have dictated that we take the most paranoid actions THEN, such as demanding everyone wear face coverings of some sort. Instead, we had our "top" medical staff specifically advising that people not wear masks.
Then, six months later, when we know more about the virus and realize that the numbers tell us it isn't nearly as deadly or contagious as we thought, NOW they go full paranoia. Masks for everyone, all the time! This does not line up with rational human behavior and suggests an ulterior motive.

Thus why many hospitals require their staff to change the standard paper mask at least once an hour or after each patient. Most don't even allow cloth ones anymore.
Also keep in mind, many people can't wear negative pressure masks like N95's or 99's, such as those with asthma or COPD. Many of those same folks also have a difficult time with just the cloth or paper masks.

Recent reports of a lone fisherman who went to sea for a month, had tested negative for the Rona just as he left for sea, but upon his return tested positive.
Maybe it’s in the air.

as many order of magnitude larger as a dog is to a flea...? you do realize how much larger the smallest dog is compared to the largest flea...? you have any data to back up such a ridiculous analogy...?

No questions. Just letting you onow some dogs dig under chainlink fences to wriggle past them. Rats carrying fleas slip through the fences, too.
