When police officers have sole authority to make the call on whether theres immediate danger, they can and often do exaggerate the circumstances, giving them wide latitude to arrest nonviolent protesters. Worse yet, if even one person throws rocks or a water bottle, then anyone in the general area can be arrested for riot participation. These unjust arrests, as with all arrests, fall hardest on people of color.

Bull crap! First, they shouldn't be throwing rocks or bottles. Also, I have yet to see a wholesale arrest of everyone when just one rock was thrown. You're really stretching here. Second, who made you the arbiter of what an "unjust arrest" is? To me, if you break the law, it's justified to arrest you. Third, what does "fall hardest" mean.

Assembly and behaviour that are not peaceable--or peaceful--is not a right.
When those in assembly are not peaceable, their behavior must be stopped. They cannot be allowed to threaten or harm other people.

My boys are Marines and they said all it would take is about 200 of them to hit the town dressed in civilian clothes and let them sort these rioters out. They both said there nearly all the Marines they serve and know would be up for it too.
