I stayed up late at night AT HOME TOO when I was 12 years old. But it was at home with my parents, not hanging out on a corner in a downtown area.

This 12 year old white kid and another younger black kid, maybe 10 years old, hanging out on a street corner at that hour of the night you call acceptable? You're part of the problem with no clue on what the solution should be.........Sheesh!

For all you know, the parents are even just off screen (and don’t say can’t be because no one else ran after thug - all we see is 2 seconds). Never mind it might be his home.
It’s a holiday. People stay up “late” all the time on them. Esp. with fireworks which never start until 9:30 at least, anyway.
But could it be as you say? Yes. But again, that is assumption. It wouldn’t hold up in a court of law.

When I saw the kid and his routine, forgive me, I thought of J-Roc from Trailer Park Boys.
For those wondering, some people, in fact, do live close by—some even upstairs from the ground-floor business. And there are homes and apartments less than two blocks away from where this happened.
As to ‘sketchy’ I know of a guy who was stabbed to death right around the corner from where this happened. Bar fight. Bad stuff can and does happen there late at night.
You are part of the problem since you condone a 12 year old kid and a likely 10 year old kid dancing on a downtown street corner at 11:45 p.m. at night when they both should be home with their families.

“Sgt. Joey Hann of Cape Girardeau Police Department said the suspect remains at large. Officers have checked multiple locations to no avail. He said family members of the suspect have been uncooperative and refused to allow officers to search for the suspect. ...the Cape Girardeau Police Department has identified the alleged assailant, who is currently on probation for felony domestic assault.”
Seems he has a record of violence, but of course the family he may have been violent with in the past is protecting him.
I can't rule out that you aren't being raised by your drunk grandmother or your mom is out at a bar.
What kind of person are you who says this about a 12 year old child who is a victim of a racist sucker puncher.
I understand the reality of urban kids on the streets unattended by parents in the middle of the night disturbs you. It doesn’t change the fact that it exists for a myriad of reasons including drugs, alcohol, sexual abuse, poverty, etc.
Noticed that article calls it the ‘knock out game’.
I really hate whenever I see them doing that, perpetuating the word play sugar coating it by calling it a ‘game’.
A vicious, life threatening, unprovoked attack is not a game.
Burning, looting, vandalism, and murdering, is not a protest.
Killing babies is not contraception.
