This new scheme isn't going to fool anyone.

Not only that but "stereotypes" are usually built on a bit of truth. They don't just "happen". How come we see so few Asians in mugshots? Hmmm?

If you release mug shots of your top lawbreakers and they are all black or Hispanic, how is it a racial stereotype?
