There was a pandemic team attached to the NSA’s department at the White House. It was moved to HHS earlier in the administration.
The reason the left is freaking out is they think this made a difference in the response.
It is unlikely that these folks would have raised any alarms or taken any actions that would have changed the response.

The reference is to his reorganization of the team over a year ago. Despite what the claim was, they still existed, and their head still was performing the same function within the merged organization. They were called back up when the Wuhan Flu outbreak began.
