President Trump on Tuesday signed an executive order on police reform amid a broad national debate sparked by the police killing of George Floyd in Minneapolis, which has itself led to heightened calls to address racial justice issues in the United States.
Trump held a Rose Garden event to sign the order, the text of which has yet to be released by the White House.
What is needed now is not more stoking of fear and division. We need to bring law enforcement and communities closer together, not to drive them apart, Trump said.
The executive order would use federal funding to incentivize police departments to improve training on the use of force and de-escalation techniques, administration officials said in a briefing ahead of the president's remarks. They said it also aims to strengthen information sharing so the federal government can better track officers who have excessive use of force complaints.
Trump offered few details on the legislation, though he said that chokeholds will be banned except for situations where an officers life is at risk. It is not clear who would make that judgement. Administration officials have said local leaders will largely shoulder the responsibility of getting law enforcement to comply.
The president said additional funding will be allocated to help police departments deal with homelessness, substance abuse and mental illness.
We must build upon our heritage, not tear it down, and we must cherish the principles of Americas founding as we strive to deliver safe, beautiful and elegant justice and liberty for all, Trump said shortly before signing the order.

Which are most agencies. Most agencies get extra equipment (vehicles, cameras, computers, etc) and/or some of their extra officers through federal block grants of some kind.
All law enforcement personnel need constant physical training in self defense and restraint. The more training leads to a more proficient and disciplined officer. Most L E personnel are wonderful even tempered guys and gals who want to help their citizens and calm situations that may get out of control. There are rotten apples in every profession and they must be exposed and dealt with. This is true for the unruly protesters who are paid instigators of hate and violence. They must be isolated and dealt with ( old school way of discipline). Not Gestapo tactic’s, but strong immediate and meaningful education.
At what point does this order define when the officers life being in danger?
I wouldn’t want to be a cop using it now. It might not be technically ‘banned’ but if you don’t want your city burned down I wouldn’t be putting a knee on anyone’s neck.
Also high IQ types are screened out early in the process. That’s how you wind up with 4 cops without a brain cell between them causing a national disturbance.
I don’t understand the animus against choke holds at all. Yes, they sometimes result in death. So would a punch, or pretty much ANY restraint. Seems like we’re reaching the point where the police can only arrest the cooperative...which, by definition, criminals are NOT!
I’d bring back batons and saps. Call the latter “blackjacks” and maybe they’ll become acceptable....

According to the text of the order, the maneuver used on Floyd would have been included among those banned.
I have issued an executive order prohibiting anyone else from parking in my parking spot. So there.

Well, when tasers fail, and since pepper spray is often worthless....chokeholds become one of the few VIABLE options left. Apart from smiling and waiving good-bye as the criminal strolls away.
I half feel tempted to allow Robocop to exist, because apparently they didn’t call brutality on Robocop for killing a lot of people, as well as neutering a rapist in one situation

Supreme Court just magically changed a law that shouldnt have existed on the federal level in the first place. No one cares about the old concepts of federalism or separation of powers anymore. Time to accept that. Trump is the best we have in the fight against the communists that are currently in the middle of an attempted revolution.
Banning choke holds is absolutely idiotic. In most cases choke holds are a tool for controlling combative or resisting suspects. Control the head, you control the body. You can employ a choke hold without cutting off blood or O2.
Catch-22.

It will take a miracle to restore our Free Constitutional Republic.
And I don’t see where the Constitution allows unconstitutional federal acts because of funding.

For me to weigh in on the chokehold issue I’d need to understand why that method of restraint was sometimes required because other means would have been ineffective.
Also, the term ‘chokehold’ can refer to use of the knee that doesn’t involve choking. How about giving the non-choking uses of the knee another name.
Perhaps it’s going to be yes, the knee can be used but not to choke and such uses shall not be called “choke...”.
If they don’t ban choke holds in the MMA the usual suspects are going to get triggered when they see it.
When you accept federal fundings they can condition it on following federal orders. Thats why Hillsdale has never accepted federal funding.
