Giving the President the benefit of the doubt, this is setting up the Democrats because they cannot possibly support ANYTHING he does this close to the election. They will react in their usual knee-jerk way and overwhelmingly be against it. They will have to go even farther left and radical.

I've been wrong before, but I've learned from President Trump not to be pre-emptively defeatist.
