And so dismantling it, and then looking at what funding priorities should look like as we reimagine a new way forward is what needs to happen.'

In communist tradition, they defund the police or otherwise dismiss them [and the military] in order to replace them with pure socialists. In the days of the Paris commune they did this, and more recently Hugo Chavez replaced native Venezuelan police who opposed him with socialists of his own and imported Cubans. This produces a one-party state with no checks or balances.
