Maybe so. The point is, he tweeted that he was going to declare the drug cartels as terrorists, full stop - no if’s ands or buts. If he didn’t have the legal grounds to declare them terrorists, he shouldn’t have made the promise.
As for his promise about antifa, I want it to happen, but I’ll believe it when he actually does it

This terrorist designation allows the government to order social media to deny access to groups or individuals.
It also allows government to monitor those comms should they decide to allow them onto the public square.
There’s little that’s not legally possible.
As for Twitter and Facebook, their risk now that government sees them as a publisher is that everyone who lost something in these riots can join a class action suit against them for knowingly facilitating the mayhem.
