Plus, Mexico does not want the cartels designed terrorist organizations, so Trump’s threat was a negotiating tactic to extract concessions from Mexico on other issues....like the border.

Maybe so. The point is, he tweeted that he was going to declare the drug cartels as terrorists, full stop - no if’s ands or buts. If he didn’t have the legal grounds to declare them terrorists, he shouldn’t have made the promise.
As for his promise about antifa, I want it to happen, but I’ll believe it when he actually does it
