When real tanks are present and open fire with machine gun and canister (buck shot) main gun rounds, they will know real terror and those left standing will go home or at least away.

“Buying” them was not an issue, mostly given away as grants on long term lease*.
However, maintenance is required as part of the deal and it’s not cheap.
So some cities keep them running, some do not.
Those that fail to keep them in good condition may lose them.
*Technically the military retains ownership.
Otherwise the cities would sell the vehicles, kind of like welfare queens selling their food stamps.
