Headline makes it sound like this was in Mexico City. Nuevo Leon state is a long way from there.Thank you very much for the clarification.
I lived IN Mexico City for two years. It barely even rained!

I'd guess that a larger volume or surface area vs. mass allows them to stay aloft longer and get larger.

The link I posted discusses the size of hailstones is varied depending on the updraft. A stronger updraft keeps the stones in clouds longer where they continue to get larger until their weight offsets the updraft or the updraft lessens. Water droplets join to the hailstones and freeze on the surface adding to the size.
