Software glitch results in 61 Lycoming County voters getting eight mail-in ballots

WILLIAMSPORT – A software issue resulted in 61 Lycoming County voters receiving eight mail-in ballots for the June 2 primary election.

ElectionIQ of Stowe, Ohio, which is processing the applications for the county, accepted blame. It said the error occurred when data was being processed through Postal Service sorting software on March 31. The service provider immediately “overnighted” a letter to each of the 61 and explained it was an isolated incident. It apologized and said additional processes have been put in place to ensure it does not happen again.

“In 30-plus years our postal expert has never seen this happen,” vice president Daniel Chalupsky wrote.

Even if someone returned all eight completed ballots only one vote would be counted, county elections director Forrest K. Lehman explained.

The bar code on the envelope is linked to the voter and can be scanned only once, he said. Mail-in ballots must be returned in the official envelope to be counted, he said.

ElectionIQ also is contracted by Bradford and Montgomery counties In Pennsylvania to process mail-in ballot applications but there have been no problems with theirs, Chalupsky said.

The software glitch occurred with the first file of applicants received from Lycoming County, he said.

For some reason when the file was run through the sorting machine the software did not understand the data had been inputted and repeated itself until there were eight ballots for each application, he said.

“We’re sick about,” Chalupsky said. That is the reason ElectionIQ sent a letter of explanation by overnight mail so the likely confusion for voters would be cleared up immediately, he said.

If Lycoming County did not contract out the work, it would have to process the applications by hand because it does not have the equipment, Lehman said.

The county already has received approximately 8,000 applications for mail-in ballots and he anticipates the final number will be in the 10,000 range, he said.

Lehman attributes the large number to voters being concerned about going to the polls because of the COVID-19 pandemic.

ElectionIQ has experienced a 300 percent increase in the number of mail-in ballot applications it has processed for entities in Pennsylvania and Ohio, Chalupsky said.

That is so easy to do ......who's he kidding.

Electronic fraud is rampant. Dems calculate how many votes they are behind, how many votes still to be counted,

Better be prepared for upcoming massive electoral fraud on a scale never seen before. They tried Russia... failed. They tried Ukraine... failed. They tried WuFlu…… they will fail and this will tell the DemonRats they’ve got to go back to the tried and true techniques of pure electoral fraud.

In Wisconsin its a feature: a new person registering or switching parties and the like wanting absentee ballot can get up to 6 additional ballots. Looks like Penn is upping the count.

It’s not a glitch. Glitch is the word used when they want to confuse the public into thinking that the computer made a mistake. Computers don’t make mistakes. People do. It was a human error blamed on the computer.

This is laughable! ONLY ONE VOTE...
so we just need to make sure that if EIGHT ballots are sent out we only need to make sure that the ONE ballot with BASEMENT BIDEN box checked gets scanned FIRST??

Not everyone at the Post office is a union thug Democrat. During the second term election of Clinton, I got four absentee ballots to four different addresses, the names were not familiar, I asked other residents on my route, dead, dead, dead, and dead. I wrote with a red magic marker “DECEASED “ and put the ballots back in the county PO box. A week later, my postmaster got a call from the county wanting to know why the ballots had been returned, then I got chewed out by my postmaster that I should have delivered the ballots to the vacant addresses regardless of the name. My answer was “Sure, now explain to me how these dead people requested an absentee ballot. “ She got this funny look on her face, turned around and walked away. I’ve been on the same route for 25 years, never got another bogus absentee ballot since.

I would like to know that too. Glitches are often the scapegoat of nefarious activities. Was the software not tested or was this an intended so “mishap” that could be blamed on a glitch.

If I was the person in charge, I would also like to know what line of code was the error? What the code change was to correct it and how it was verified fixed so it will not happen again. If a glitch can cause this type of problem, there should be at least a good accounting of the root cause.

I also wonder if the “glitch” wasn’t someone running the mail program multiple times.

In certain areas of the country mail is not delivered to a residence but to a post office box holder. Any ballot so addressed should not be allowed because the recipient’s resident citizenship cannot be proven.Any such ballot not containing the voters address should be challenged .
