No, but much of our critical parts come from China. And Taiwan is so close to China that in any conflict with the US, Taiwan would be blockaded by China, if not attacked and invaded.

They need a safe place to build their chips and DoD is probably chipping in cash to help.
Unfortunately, not true. Keep in mind that the latest Intel chips are often designed in Israel, and that many phone chips are based off UK (ARM) designs.
China will still be getting licenses to build at least the latter, and even the AMD Ryzen line of PC chips is made under license/contract by TSMC and GlobalFoundry because AMD doesn’t have their own foundry. One of the GF fabs is being built in Chengdu China as we speak.
Getting a 5nm fab back in the US is a good start, but only a start.
Ariz. seems to be a long term popular venue to build chip factories.
Is climate a strong factor in building and operating same?

Processors and ASICs are useless without memory chips.
