As a constitutional matter, Governors have whatever powers the Constitution of the state in question gives them. Counties, Cities, etc. are created by the state legislature and have only those powers granted by the state to them.
That said, the Governor can’t be everywhere and depends on county and local authorities to enforce the law.
I thought the Dept(s) of Health had a lot of power in cases like these. I don’t know where it’s written in law though. Constitution or Statutes.
Other than that, Sheriff Mack and the SC proved that a Sheriff is the highest LEO in his/her county.
Not sure where you live but here in MA the towns were not created by the legislature. But this is the oldest part of the country.
And that’s why the argument that only the police and military should have guns is such a joke.
That is why the protests are going on.
Michigan comes to mind.
Your locally ELECTED sheriff takes an oath to defend and protect the Constitution of the United States (check out your local oaths) NOT a promise to to follow the orders of the governor.
ELECTED by the people, those same people identified in first words of the Constitution, “WE THE PEOPLE”.
Not “We The States” or,
“We The Governors” or,
“We the Composers of This Document”
The city council and local bureaucrats are enraged at our city manager because he didn’t want to shut down. They’re trying to remove him for heresy.

Try again. Federal courts, including the USSC, have recognized counties, sheriffs and Indian tribes as sovereigns. If local governments don’t use their sovereign powers, that’s on them. Start by reading Mac v US to understand sovereignty.
You, too, are owned by the State, and leviathan will exact its tribute in whatever form it will deem proper. If you have been paying attention at all over the past couple of months you will now know that you can't even worship in peace without State permission to do so. At this point in the history of the 'republic', it should be glaringly obvious to all but the most addled and brain damaged that you will do whatever the State proclaims you will do, and only those things the State orders you to do, or they will send swarms of their agents to destroy you in whatever way the State deems most prudent at the moment.
Your birthright has been stolen from you with nary a whimper, because safety is more important to the masses than actual freedom is. Even here, on a website supposedly dedicated to the maintenance of a Free Republic, you will be denounced as apostate for merely suggesting that freedom is better than slavery. I suspect that maintaining the illusion will be harder for many in the future. On the other hand, the willfully ignorant will surely bleat 'freedom' as they munch the grass so graciously provided by the State.

That won’t work. This is one of those odd situation where the restrictor has the power. A mayor can close a town even if the governor isn’t closing the state. But a mayor cannot open a town if the governor wants the state closed.
Given that AZ is basically 2 cities plus surrounding territory (OK I’m sure Flagstaff doesn’t agree with that, but they’re wrong) he might as well. If you “open” AZ but Phoenix and Tucson remain closed, AZ is closed. Especially if the suburban mayors follow suit.
The office of Sheriff of a county or parish is created by the state legislature of that state. The sheriff is elected like any other official, and swears an oath to the United States and state constitution.
The sheriff has only the powers granted by law and those powers vary widely from state to state.
