The last time I had to wear underwear on the outside was during a ‘Crossing The Line’ ceremony on USS NIMITZ in 1987. That was a brutal day.

That's just phase 1. For phase 2, you will also have to wear your underwear inside out, in addition to being on the outside, to further facilitate checking them.

Our garbage chute at the end was 50 yds long - and came after nine hours of getting hosed down and whacked with those sheleleighs. Good thing there weren’t digital cameras to catch 3000 naked Sailors on a CVN flight deck using fire hoses to clean up. I swear I still had axle grease in my hair for the next two weeks.
