Well it is a sub clause in the constitution that all rights are innate and God given until flu season.

Now it seems that Public Health Officials - who are not elected by We the People, as I recall - are running things? Do they make laws? Can they enforce them? Can we break them?

Remember, the Bill of Rights was for the purpose of restraining a government gone nuts.
And the majority of those rights can be found in the Constitutions of the original 13 States. These Constitutions ALL preceeded the Federal Constitution.
Try the Avalon Project.
It also gives a broader look at what was meant by the right to bear arms.
