Tuesday, during an interview with nationally syndicated talker Hugh Hewitt, Attorney General William Barr touched on constitutional protections in a time of crisis related to what powers the executive branches of both state and federal governments.
Barr acknowledged that amid this coronavirus pandemic, some temporary and reasonable restrictions were acceptable. However, he did argue those had to be targeted, adding it was a view a better job was needed to be done regarding those restrictions.
I do think that executive glance, whether it be in the federal system or the state system, you know, one of its capacities is to respond to immediate catastrophic dangers facing the people, he said. And the reason that we give power to the executive is because frequently, that requires adapting to the circumstances. So initially, when youre faced with a potential catastrophe, the government can deploy measures and even put temporary and reasonable restrictions on rights if really necessary to meet the danger. But it still has the obligation to adapt to the circumstances. Whatever powers the government has, whether it be the president or the state governor, still is bounded by constitutional rights of the individual.

And then doodles on a legal pad about new restrictive measures to strangle the little Deplorables under her control. Maybe all cars in the pharmacy drive-thru lane must be twenty feet apart with a police cruiser and tear gas at the ready if they aren't. And all pharmacies open 4 am to 7 am only, just out of spite. Planned Parenthood open 24/7. "Tee hee. I can hardly wait to be vice president and watch old Joe drop over after a week or two and I'll be in charge of the whole enchilada."
He should go talk to his boss who illegally shut down this country.

The DOJ can challenge the edicts.
The state legislatures can challenge the edicts.
Individuals can file lawsuits and challenge the edicts.
This happened so fast, that I’m sure a lot were not thought out.
And because they happened so fast, personal bias crept in.
Challenge away, and the challenges that need to win, probably will. And the ones that need to lose probably will. And legislatures can fix anything else.
Next time we will probably be better. Unless it’s an asteroid and then all bets are off.

The rights enumerated in the Constitution pre-exist the Constitution and remain even after they shred it.
