The question has been raised as to whether the President has authority to call a special session of the Congress in view of Senate Concurrent Resolution 33, pursuant to which the Congress now stands adjourned. That resolution provides that the Congress stands adjourned until January 2, 1948, unless in the meantime the President pro tempore of the Senate, the Speaker, and the majority leaders of both Houses jointly notify the members of both houses to reassemble. Article II, Section 3 of the Constitution provides that the President may, on extraordinary occasions, convene both Houses, or either of them, and in case of disagreement between them, with respect to the time of adjournment, he may adjourn them to such time as he shall think proper. The following provisions of the Constitution are also pertinent: Neither House, during the session of Congress, shall, without the consent of the other, adjourn for more than three days . . . (art. This power has never been used before in our history. It was put in specifically in case of a out of control congress.

They are in recess, but did not officially call it that so much that needs to be acted upon is in limbo. It was likely done on purpose to keep the President’s hands tied.

That is correct. All he has to do is say, you need to get back into session by such and such a time or else.
They dont, and he can adjourn them till next Jan when they convene to swear in a new congress.

I guess it is good that there will not be any more Shenanigans by Pelosi or Schumer. The added bonus of being capable of a recess appointment should Ruthie expire during the recess. Up till now, McConnell had been keeping the Senate technically in session.
When I read this, an old quote came to mind: “The threat is stronger than the execution.” This feels so much like a President Trump move to get his enemies and roadblocks to make a move they’ll live to regret or die trying. Gonna need MORE popcorn!
We have serious problems currently facing our country. Congress should be there, in D.C., on the floor of the House and Senate, working on it. Trump wants to open the country back up? Start with Congress.

Why don’t NEWS outlets, draw attention to the fact that Donald J. Trump has chosen to stay at the White House..and not go to his PLUSH hotel in Florida and give his Pressers. How many others have chosen to stay at the Capitol..AND HE DOESN’T TAKE ANY MONEY FOR HIS SERVICE.
Really can’t name one thing Congress has done to help AMERICANS and America in this whole episode. They can all be lined up out front of the Capitol and be tar and feathered for all I care.
