The states have a lot of power. It's not President Trump that will make them open up their economies. It's their own irate citizens as their economies continue to collapse and people start losing their tempers over draconian stay at home orders.

Not to quibble, but the 10th Amendment doesn't identify "specific powers". It's intended to be broad and general -- states can do what they want unless the Constitution specifically forbids it.

Trump can use the National Defense Production Act to rule that businesses are essential to the national defense and order them to reopen.

You can construct an argument for nearly ANY business being essential.

Delicious irony as it was Democrats who pushed him to invoke the NDPA in the first place.

The task force, according to sources, will also include members of President Trump’s Cabinet, including:

Treasury Secretary Steven Mnuchin, Commerce Secretary Wilbur Ross, Agriculture Secretary Sonny Purdue, Transportation Secretary Elaine Chao, Energy Secretary Dan Brouillette, Labor Secretary Gene Scalia, Housing and Urban Development Secretary Ben Carson, U.S. Trade Representative Robert Lighthizer, and acting director of the Office of Management and Budget Russ Vought.

The task force is also expected to include acting chair of the Council of Economic Advisors Tom Philipson and White House advisers Larry Kudlow, Peter Navarro, Chris Liddell, Jared Kushner and Ivanka Trump.

Anybody who listens to PDJT with just a bit of curiosity does not take the literal meaning of a small snip of words. He is saying that emergency orders are not the province of the CDC or the doctors on the task force.

The smartest approach Trump could take would be to encourage the “reopening” decisions to be made at the state and local level. The issues, risks and challenges facing Queens, New York, and Vernal, Utah, aren’t identical and shouldn’t be treated as such.

Trump, or any other president, cannot order a state to undeclare an emergency. He can, however, declare from the fed level that the emergency is over, and turn off the money spigot...

If he does so you just know that Governors who hate the President (meaning a good percentage of them) will challenge such an order in Federal court and...of course...they'll find an Osama Obama appointee to rule it unconstitutional.

Then a months long battle in the Federal courts will ensue...meaning that in some states at least it will be Governors who determine how things play out.

Governors have wide powers to control their own states, and the 10th Amendment says “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”

I can't believe the MSM has just rediscovered the Constitution and are quoting the 10th Amendment. Good! More 3D chess.
