Why did he give his company an exemption to continue to crank out kitchen cabinets when he has shut-down all home remodeling businesses that might install them?

We see new residential construction activity here in the Philly suburbs, so everything is not shut down.

Probably because his biggest customer is the government which is how he got rich in the first place.
