What he said is that hydroxychloroquine and chloroquine can be prescribed by your physician NOW, without you having to be in a clinical trial, and without you having to wait until the clinical trials are completed.
That said, without well-controlled clinical trials, we have only anecdotal evidence of efficacy. Personally, given the potential for this virus to kill, and considering that there is a good scientific/mechanistic reason why chloroquine may be effective, I would definitely prescribe it for Covid patients. However, we still need to concomitantly do controlled trials to prove that it is effective.
I've done a fair number of clinical trials on novel agents, and it is very common for the Phase I/II trials (generally not designed or controlled to assess efficacy - but rather to define safety) to show some dramatic results. However, many (most) of these results do not hold up when tested in controlled efficacy trials. Thus, controlled trials are necessary.
That said, I assure you that there is NO WAY to coerce the medical community to participate in a financially-driven effort to suppress an effective drug. The vast majority of physicians want their patients to do well, and most of us would prescribe a medication ‘off-label’ if we thought it would save a patient.
In general, there has been lots of shoot from the hip commentary from the media, politicians, AND from some in the medical community with regards Covid. NO ONE is an expert on Covid at this point. NO ONE. Even knowing the sequence and encoded proteins doesn't make one an expert on the biology of the virus. We don't even know exactly how it is transmitted, and what has been purported about this has evolved over time (i.e. China initially said it couldn't be transferred from person to person).
Regarding the Oracle platform, I think this is exactly what needs to happen, so that there is a central repository of data that we ALL can access and assess. That said, piecemeal data, even if there is a lot of it, does not give you the same information that a well-designed clinical trial does.
I look at this sort of like what was going on at NASA during Apollo 13. They were facing a new problem, didn't have all the information they needed, and they had not anticipated all that they faced. They got through it with great success because they maintained cool heads and ‘worked the problem’.
That's what we need to do with Covid. At this point, we don't truly even know how Covid emerged (e.g. mutation in bats etc., result of genetic engineering?).

There was a story on this forum yesterday where a person attempted to volunteer to be a subject of the Pittsburgh hydroxychloroquine trial. It took several tries, but he finally found someone involved with the “study”. He was told “it is far too early to be involving volunteers”. He finally was able to give his contact information but felt that it was not even been recorded.

Our friend is a retired nurse. Her former boss was on a ventilator in a hospital in MA.

Good, but...
Better to DEMAND that your doc give it to you well before you end up on a ventilator. First, more chance of surviving and second, less chance of permanent damage to your lungs and other organs. If he won’t do it, fire his ass and get another. Also, take vitamin C orally - LOTS of it:
