Apparently some facility (hospital?) received a ton of hand sanitizer, then saw that the expiration date on the bottles was 2009, so it had to be returned.
Maybe the prisoners are moving the contents to bottles with a different expiration date.
I call B.S. The ingredients for hand sanitizer are readily available. Distilleries everywhere are donating alcohol. There’s also no shortage of the other ingredients, which any beauty-products company can make. Unlike other scarce items, there’s no shortage of basic ingredients.
FWIF, when the panic buying stripped store shelves of hand sanitizer, and wipes; I strolled to the liquor store and bought a bottle of overproof rum (75% alcohol). It was less than half the price resellers were asking for Purell online. Easy, peasy. (In case there’s any doubt — I use it externally. That stuff is not for sipping.)

Rural western NY, where I’m from, is almost identical to eastern Tennessee where we live now. NYC gives all of the state a bad name, sadly.

(Yeah, okay, it's only maybe 100,000 healthcare workers in NY needing to reuse their masks. But they're just "little people" putting their lives on the line. If it makes The King look good, that's just fine. Good grief.)
That’s an example of the type of hidebound thinking that Pres. Trump is trying to eliminate it. Hand sanitizers have a very long shelf life if they’re well sealed. Even if some evaporation has occurred, it can be fixed by adding enough alcohol to get to 70%. Whatever regulations or protocols they were following might have made a lot of sense in normal times — in a state of emergency, they can be deadly.

LOL - Those masks arent N95 Respirators....theyre surgical procedural masks intended for operating room use. You know, for OR personnel who are now underemployed because of the suspension of elective surgery. Theyre not sufficient for being around biohazard patients such as those suffering from COVID-19.
Some idiot on Cuomos staff may have ordered these thinking they were N95 Respirators.
Cuomo claims the prison product is cheaper. Well, yeah, if they’re paying 16 cents an hour with no benefits and no taxes. This calls for a FOIA to ascertain an accurate cost analysis. And of course, the cost of incarceration should be factored in. Cuomo is boasting on the superior cost effectiveness of a slave labor system. He should be pressed.
Doesn’t that remind you and anyone else of the Puerto Rico mayor crying out for help as she stands in front of boxes of food after the hurricane?

A little knowledge can sometimes be a wonderful thing. I was thinking that today. Jack Daniels would make a dandy hand sanitizer and you could catch the run off in a glass!
